were hearing a suo motu PIL regarding the conditions of roads in Mumbai in which several other petitions were combined related to the bad condition of eastern and western express highways The BMC had earlier informed the court that major and minor portholes work and construction of roads including cement-concrete roads have been done at city division of Bombay and on Eastern and Western-side
