The advanced copy could be subject to minor changes.“The Food Safety and Inspection Service is announcing its intent to hold livestock owners, transporters, haulers and other persons not employed by an official establishment responsible if they commit acts involving inhumane handling of livestock in connection with slaughter when on the premises of an official establishment,” the notice states. “FSIS believes these actions will further improve the welfare of livestock handled in connection with slaughter by ensuring that all persons that inhumanely handle livestock in connection with slaughter are held accountable.”Currently, the operators of farms and slaughterhouses are the ones held accountable for mistreatment of livestock on their property.“Livestock transporters or haulers transport animals to slaughter establishments,” the notice states. “Many of these individuals are not employed by the establishment and thus are not required to follow instructions from the establishment on the handling of livestock in connection with slaughter.”In January 2015, FSIS received a petition from the attorney of a swine slaughter establishment requesting that the agency review its humane handling enforcement policy. The petition stated that official establishments should not be held accountable when non-employees inhumanely handle livestock on the official establishment premises.According to the notice, FSIS will initiate action solely against the non-employee if it is determined that the non-employee is solely responsible.“For example, if Office of Field Operations personnel observe a non-employee driving animals too fast and causing a few to slip and fall, and establishment employees are not involved in the event, FSIS will initiate action against the non-employee and will not take an administrative enforcement action against the establishment,” the notice states.If employees and non-employees are involved in abuse, FSIS would take action against the non-employee and take a regulatory control action or administration enforcement action against the establishment.FSIS will request comments on this notice. The agency plans to begin implementing the policy 90 days after its publication in the Federal Register, unless it receives comments that demonstrate a need to revise the policy.

Tata Sons is reportedly stepping up efforts to ensure that its group companies successfully bid for GE Capital’s stake in SBI Cards worth Rs 2,000 crore. Tata Capital and Tata Consultancy Services (TCS) are jointly bidding to buy the stake.Bombay House, headquarters of India’s largest business house Tata Group, is “working on a bid” that integrates the potential of its non-banking finance company (NBFC) Tata Capital and software unit TCS.”Tata Sons has put its weight behind this move because it has identified financial services as a key growth area,” a source familiar with the Tata Group’s plans, told Business Standard.In April, the New York-based GE decided to sell most of GE Capital assets, as a part of its plans to exit financial services completely.”GE Capital wants to exit the business completely, so the bidder has to acquire not only its stakes in the front-end business but also in the back-end company,” the source added.For its credit card business, the State Bank of India (SBI) had announced a tie-up with GE Capital in 1998. The business is run through two joint ventures, SBI Cards & Payment Services and GE Capital Business Process Management Services Ltd. GE holds 40% stake in the former and 60% in the latter.While SBI Cards & Payment Services is responsible for marketing and distribution of credit cards, GE Capital Business Process Management Services Ltd handles technology and processing through its captive BPO unit.Acquiring GE’s stake in SBI will give a major boost to Tata Capital , as its card business operates on the SBI Cards platform. Also, TCS is the technology services provider for SBI’s core banking platform and other value-added services.”The combined strength of Tata Capital and TCS has made the Tata Group a front runner for the stake,” said an investment banker.SBI Cards posted a net profit of Rs 300 crore for the fiscal year ending March 2015.

Here we investigate avian phylogeny with an unprecedented scale of data: >390,000 bases of genomic sequence data from each of 198 species of living birds, representing all major avian lineages, and two crocodilian outgroups. Sequence data were collected using anchored hybrid enrichment, yielding 259 nuclear loci with an average length of 1,523 bases for a total data set of over 7.8 × 107 bases. Bayesian and maximum likelihood analyses yielded highly supported and nearly identical phylogenetic trees for all major avian lineages. Five major clades form successive sister groups to the rest of Neoaves: (1) a clade including nightjars, other caprimulgiforms, swifts, and hummingbirds; (2) a clade uniting cuckoos, bustards, and turacos with pigeons, mesites, and sandgrouse; (3) cranes and their relatives; (4) a comprehensive waterbird clade, including all diving, wading, and shorebirds; and (5) a comprehensive landbird clade with the enigmatic hoatzin (Opisthocomus hoazin) as the sister group to the rest. Neither of the two main, recently proposed Neoavian clades—Columbea and Passerea1—were supported as monophyletic. The results of our divergence time analyses are congruent with the palaeontological record, supporting a major radiation of crown birds in the wake of the Cretaceous–Palaeogene (K–Pg) mass extinction. After the extinction, bird species evolved so rapidly that it has been difficult to use traditional genomic techniques to follow the paths of the evolution of new species, which in turn has made it almost impossible to create an accurate tree. To overcome such problems the researchers with this latest effort used a different type of genomic sequencing technique—it is called anchored hybrid enrichment and allows for sampling parts of the genome that evolved both slowly and more quickly in the flanking regions.In all the team collected and tested samples from 198 bird species (which included 390,000 bases of genomic sequence data) that together represented approximately 90 percent of all known birds—a group known collectively as Neoaves. In looking at the data they retrieved, the team found that virtually all birds (excluding flightless and some chickens and ducks) could be grouped into five sub-groups, i.e. major clads.
